3、投標人資格要求：
3.QualificationRequirementsfortheBidder:
3.1投標人應是合法注冊的法人或其他組織，具備有效的營業執照；
3.1TheTenderershallbealegallyregisteredlegalpersonorotherorganization,haveavalidbusinesslicense;
3.2投標人應是中華人民共和國工業和信息化部頒發的《基礎電信業務經營許可證》證書企業或證書企業針對本項目的唯一授權單位；
3.2ThetenderershallbethesoleMinistryofIndustryandInformationTechnologyofthePeople’sRepublicofChinaauthorizedbytheenterpriseorthecertificationenterprisefortheprojectunderthe“BasicTelecommunicationsbusinesslicense”issuedbythestateparty;
3.3投標人不得在“信用中國-中國執行信息公開網”（http://zxgk.court.gov.cn/）被列為失信被執行人；
3.3Biddersshallnotbelistedasdishonestpersonssubjecttoenforcementonthe"CreditChina-ChinaEnforcementInformationDisclosureNetwork"(http://zxgk.court.gov.cn/);
3.4投標人在“中國裁判文書網”（https://wenshu.court.gov.cn）中查詢無行賄記錄;

3.5單位負責人為同一人或者存在控股、管理關系的不同單位，不得同時參加本項目投標；
